REGIONAL TRANSPORT OFFICE
Abstract
The project includes the main
process done in the Regional Transport Office at Thanjavur. Though it has
various tasks in normal way, in this the Process of issuing of License,
Registration Certificate (rc),
Permits to the Professional type of Licensee, Fitness Certificates for all
Transport Vehicles in such a way to avoid accidents, Fixation and collection of
taxes and finally, the Transfer and Renewal of Vehicle Registration has been
described and discussed in this Project.
PROJECT DESCRIPTION
This
Project having the Following Major Module’s.
- Admin

ADMIN
Admin have valid User name and Password to
enter into this Page. This Page having the following Modules.
- LLR
check
- Registration
Checking
- License Checking
- License Expires
- RTO Creation
Admin have permission to check the LLR of
the particular Customer’s Vehicle. If LLR No will be Expires means then License
will be confirmed by Next Module. After completion of LLR Check Module the
License will be confirmed by Admin.
He she will be gives valid unique License Number.
In the registration checking Module whether the Vehicle having Valid Register
Number that details will be checked.
If Valid Register Number is Conformed means
Next License Checking will be taken place by Admin. License Number, Customer
Name, License Expiry date those details are checked. Admin can view the Vehicles License Expiry
date based on this he/she will be taking steps. Admin also have permission to
create RTO creation.RTO responsible for Registration of Vehicles.
REGIONAL TRANSPORT OFFICER
Regional Transport Officer is
responsible for giving permission to Vehicle Registration. She/he have to fill
the details such as Registration Number, Customer Name, Temporary Address,
Permanent Address Type, Class such as
Two Wheeler or Four Wheeler, Fees, Maker, Chasing Number, Engine Number, Fuel,
HP, CC, Weight those details are stored in database.
And also he/she can able to
check LLR Check and License Check of the Vehicle. Main Module in this is

- License Conformation
USER
User
is nothing but who is apply for registration for their Vehicle. Befor Apply to
this she/he wants to Sign Up for Registration.
- Sign Up
- Apply LLR
User Sign Up with his/her Name, User ID, Password, Email ID, Gender,
DOB, Address and Conduct Number. If valid User ID means He/she can able to
Register.
User can apply for LLR. The details she/he want to fill this Form is Ln.
Customer Name, address, Door Number, Area, city, Phone number, Type,
Qualification, Validation Date, ID Marks, DOB, Date of Apply, Blood Group,
Type, Professional or
Non
Professional those details are should
be enter into corresponding field of
this particular form.
SYSTEM ANALYSIS
EXISTING SYSTEM
ELIMINATION of intermediaries could
be a Herculean task, not impossible though.
A beginning has been made in this
direction with the Regional Transport Offices (RTO) in the district avowing to
do away with the middlemen.
This is sought to be achieved by
strict enforcement of the existing rules and regulations of the Regional
Transport Authority (RTA) to put an end to the operation of intermediaries.
With the RTA, who is none other than
the District Collector instructing the RTOs to report compliance of the
existing Act, the department, to begin with, decided to tackle issues relating
to hire purchase endorsement and cancellation, change of address and name
change with particular reference to the non-transport vehicle category.
Hitherto, a majority of the
non-transport vehicle (such as cars, jeeps, motor cycles etc.) owners did not
bother to appear at the RTO in person and entrusted an agent for a fee.
With this system in force, it has
now become mandatory for the vehicle owner to appear in person to get the
necessary endorsement.
"We have opened a special
counter to enable the vehicle owners to present the papers, remit the requisite
fee in the forenoon and collect the documents in the afternoon Regional
Transport Office, told Business Line.
PROPOSED SYSTEM
Regional Transport Officer or
as commonly known as RTO is a licensing, registration, taxation authority of a
particular region. It is empowered to cancel the valid fitness certificate of
vehicle if it is caught in mechanically unfit and roadworthy condition.
The RTO official has the power to issue memo for the breach of provisions of motor vehicle act and rules. This memo generally consists of description of the offence, seal and signature of the issuing authority. The document is impounded only for minor offences.

- Registration of Motor Vehicles.
- Issue of permits and fitness certificates to
Transport Vehicles.
- Issue of licenses to drivers and conductors.
- Enforcing the various provisions of the
Central Motor Vehicle Act,
- Tamil Nadu Motor Vehicle Taxation Act and the
rules framed under these Acts.
- Inspection of vehicles involved in accidents.
- Negotiating inter-state agreements.
- Collection of tax and fees on Motor Vehicle.
- Providing relief to victims of Motor Accidents
from the Honorable
- Chief Minister's Accident relief fund.
- Advising on various road safety measures.
Each RTO, while issuing license plates, have
their own code which is broken down into states or Union Territories, and their
districts. Take for example; if Port Blair issues a license, its code is AN-01.
AN is the code for Andaman & Nicobar Islands and 01 is the code for Port
Blair in the Andaman District.
